For one, I can't use my home phone. My parents won't let me use it. Two, I don't have a friend's or neighbor's phone number to use for the set up. Three, I can't use online SMS phone numbers, because I am either given "This phone number cannot be used for verification.", or "This phone number has been used too many times."

"This phone number cannot be used for verification" explains why a number is needed to verify your account via SMS or a voice call. If Google require a number, and you cannot provide one, or you cannot open an account using the methods described above, then Google will not let you open the account.

If the problem is that my phone number is already used in my other accounts, why did google accepted my account registration with that number to begin with?

Eventually, I was able to login using my phone and then could change the phone number in the Google account. But, we should be able to use the alternate methods as listed in our accounts!

Details of your account activity are not useful. Nobody in Google can access your account to check. Google will not ask about these. Has a hacker changed information? When attempting AR, you need to input the details you used when creating the account, or which you may have amended later.

Using both a device and location that worked previously when accessing the account seems to help. Avoid using a VPN when undertaking the account recovery process. Use the same account in this process that you are posting from in this forum.

Google don't share the reasons for their requirements, but if you tried all the ways I mentioned, and none of them work, then you cannot have a Google account, if a phone number is unable to be used. Nothing more can be done.
