Only two possibilities here - your account is deleted/permanently disabled, or you have made a mistake inputting the account name. (Hackers or yourself may have deleted the account. Google do not close inactive accounts.)

Details of your account activity are not useful. Nobody in Google can access your account to check. Google will not ask about these. Has a hacker changed information? When attempting AR, you need to input the details you used when creating the account, or which you may have amended later.

"This phone number cannot be used for verification" explains why a number is needed to verify your account via SMS or a voice call. If Google require a number, and you cannot provide one, or you cannot open an account using the methods described above, then Google will not let you open the account.

Finally, use Can't sign into your Google Account. Make sure the answers to any questions that Google ask be as accurate as possible; take your time, and take care with your replies. Google do not provide any other options for account recovery.

Obviously, for security reasons, Google will not return the account, if you can't provide enough information to convince them that you are the rightful account holder.

One user reported "I've found another solution after going back to sign up for an account by going to: YouTube sign in > Sign up > Enter information with create new Gmail, and now the phone number verification is optional. Google will not return the account if you can't provide enough information to convince them that you are the correct account user. After doing all of this, and you require further help, you must let us know the result of the attempted recovery.

If the account once did exist, and you get that message "can't find"; the account has been deleted and cannot be restored / name cannot be reused. Your best solution would be to discuss with the websites you need to access. Nothing can be done at Google's end.
